100 days of H.E kwankwaso in office is better than 6 years of Ganduje adminstration in Kano state.
The first tenure of Governor Rabiu Musa Kwankwaso in Kano State between May, 1999 to May, 2003 and what he was able to achieve in all the spheres of human development endeared him to the Kano electorates which facilitated his return to power on the 29th May, 2011. Governor Kwankwaso’s re-election did not take people, including political analysts aback, considering the fact that he was able to record tremendous achievements during the first tenure. The electorates, especially youth and women, identified him as a redeemer of their cause and a leader, who they believe possesses the capacity to positively impact on their lives.
The foregoing significantly influenced the second coming of Governor Rabiu Musa Kwankwaso, and further marked the resurgence of Kwankwasiyya movement in the State which aims at laying concrete plan for the recovery of Kano’s glory and socio-economic development through the enforcement of accountability and good governance. These are the major pillars of Kwankwasiyya administration then as now.
Kwankwasiyya is a political ideology and a movement as examplified by its leader Governor Rabiu Musa Kwankwaso. It signifies hard work and commitment to the struggle for the emancipation, development and happiness of the people. It also strives for the total emancipation of the common man and ensures his freedom and dignity, through sacrifice, hard work and determination in all facets of life.
The following are some cardinal principles of Kwankwasiyya movement:
1. Respect for human dignity, irrespective of class, status or any other differences;
2. Humane and compassionate attitude towards common man;
3. The ideology of progress of the people that enhances their total welfare and enduring security;
4. Purposeful leadership through sacrifice and struggle to free people from all forms of exploitations;
5. Vision and commitment to work for attaining socio-economic development of the people;
6. Honesty, transparency and trustworthiness;
7. Hard work, honesty and perseverance in the successful implementation of government policies;
8. Responsible and responsive leadership in the public service delivery;
9. Youth and women empowerment through skills acquisition and vocational training for self-employment;
10. Implementation of all meaningful health programmes with emphasis on maternal and child care services; and
11. Compassionate attitude towards children, the old, the sick, pregnant women and vulnerable people in the society.
During the first tenure of Gov. Kwankwaso, (ie 1999-2003), the philosophy of Kwankwasiyya was vivid through the ideas, thoughts and actions of Governor Kwankwaso. Infact his ideas and foresight are the basic foundation of the practical achievements of the regime. Hence the acronym Kwankwasiyya refers to the mass movement under the leadership of Governor Rabi’u Musa Kwankwaso. His concern for Kano state and its people, especially the common man and the most vulnerable in the society ie, women and children, formed the basis of running the affairs of the state. This concern is deeply rooted in his heart and actions as attested by his maiden inauguration speech to the people. He said: “the state recent past was a period of general social and economic decline on every facet of human endevour: education, environment, collapse of infrastructure and attendant loss of hope everywhere”. He promised the people of the state that: “ we shall restore and sustain effective functional economic growth, development and social justice for all... we shall endevour through all available means to meet your yearnings and aspirations in order to renew your hope and ensure the sustenance of a stable democratic polity and to restore Kano to its glorious past”.
Governor Kwankwaso kept his promises by tremendously moving the state forward through pragmatic approach to the problems that bedeviled the State in almost every sphere of public affairs. Some of his achievements include the following:
Introduction of free-feeding and uniforms for primary school pupils in the State that led to astronomical increase in pupil’s enrolment; this earned him recognition from the Federal Government, who recognized Governor Kwankwaso as a harbinger of something new worthy of emulation. And at the international level, the United Nations Organization (UNO) rated Governor Kwankwaso as a first grade and taciturn Governor. Unfortunately, this commendable programme was stopped when the government left office in 2003. During the period under review adequate teaching and instructional materials were provided to all schools in Kano State. While at tertiary level, Sa’adatu Rimi College of Education, Kumbotso, was well equipped and upgraded which resulted in increase in the intake of students from 500 to 11,000 that ensured the recruitment and training of sufficient teaching staff to match the increase of pupils intake based on the aforementioned incentive measures in the educational sector, particularly at the primary school level. Meanwhile, the government created School of Environmental Studies, Gwarzo, in order to train qualified environmentalists to increase middle manpower especially in the areas of sanitation, land erosion, among others. Furthermore, the Kano State University of Science and Technology Wudil (KUST) was established with a view to produce the required manpower in the state, and the nation in general.
Agricultural sector as a major employer of labour and a catalyst to industrialization, received a boost by the administration which ensured the revival of Kano State Agricultural Supply Company (KASCO) for the production and distribution of fertilizer to farmers at a subsidized cost. The government also made concerted efforts by providing agricultural inputs to farmers which consequently increased agricultural production throughout the state.
Health care was also accorded priority attention during the first tenure introduced free ante-natal and post-natal care which led to the reduction of maternal mortality and morbidity rates to below the national average. Mobile clinics were introduced in order to provide effective healthcare delivery services to the hitherto inaccessible rural populace. While General Hospitals, Comprehensive Health Centres and Cottage Clinics, were rehabilitated throughout the State.
Housing policy from 1999 to 2003 brought about a new housing scheme that ensured the acquisition and completion of Housing Estates at Danladi Nasidi and Zawachiki. Furthermore the government constructed the Ibrahim Kunya Housing Estate at Farawa.
In a historic landmark the government launched Shari’ah in Kano State. It also established the Hisbah and set up the machinery for a systematic and gradual implementation of the Shari’ah via evolvement of relevant institutions that will sustain its implementation in the State.
Women empowerment programme was initiated during the period when the sum of Five Thousand Naira (N5, 000=00) working capital was given to each woman so as to engage in a productive and sustainable economic venture. The programme proved very successful.
The government also established the Community Re-orientation Committees (CRC) throughout the state. The CRC’s composition includes, among others, politicians drawn from various political parties, traditional rulers, religious leaders and putative stake holders. The functions of the CRC are: rehabilitation of dilapidated structures of primary schools and construction of new ones, supervision of free feeding to primary school pupils and issuance of free set of uniform to the newly enrolled pupils.
Lafiya Jari (health is wealth) programme was also initiated by the regime with the sole aim of empowering Para-medics to fill the wide gap of inadequate health personnel in the state. Each graduate of the programme was given financial take off grant after training.
These are few examples of people-oriented policies initiated and implemented by the Kwankwasiyya administration during the first tenure.
Electoral Victory on April, 2011 and the Second coming of Kwankwasiyya Administration:
During the Apill 2011 general elections, Governor Rabiu Musa Kwankwaso was overwhelmingly elected for the second time as the chief executive of Kano State. This victory is significant in many respects. On a first note, prior to his election it was glaringly clear to all and sundry that Kano state was degenerating due to lack of purposeful leadership. Secondly, history bestowed to Governor Kwankwaso the role of political messiah in salvaging Kano politics at a time of near political and economic collapse and fragmentation of not only the state political institutions and the minimum symbol of authority but also of the total disconnection between the government and the people. Governor Kwankwaso came at the right time to restore both responsibility and responsiveness in state administration. Thirdly, history repeated itself. After the victories of April 2011 elections, Kano State under the administration of Kwankwasiyya movement has witnessed an unprecedented development in just 100 days in office, which includes the continuation of programmes and policies initiated and implemented during the first tenure, and the execution of new projects. Both Governor Kwankwaso’s first tenure and now the second term can only be understood within the perspective of his contributions and qualities which the electorates, especially the youth coined the catch phrase: “Kwankwasiyya”, meaning the mass political movement under the leadership of Governor Kwankwaso which represents the ideology of progress of the people that enhances their total welfare and enduring security, purposeful, humane and transparent leadership, sacrifice and struggle to free people from all forms of exploitation.
In the light of the above, Governor Kwankwaso unveiled his desire to serve Kano people better. During the inauguration he declares; “The mandate given to us by Kano people speaks volumes of their hopes to have a responsible leadership with the potential to engineer positive change that will transform the life of the people in the desired direction.
As we witnessed this day of reckoning, I am exceedingly grateful to Almighty Allah for the victories recorded during the recently conducted elections at both the national level and in our dear State. Here in Kano State, the people have demonstrated their avowed commitment to rational political decisions which proclaim an end to hollow pursuits and false promises that dotted in the last 8 years of governance in our State.
The decision made by the people of Kano State to re-vote PDP into power testifies the need for a new political order- a truly God fearing system of governance devoted to the true tenets of the Shari’ah, in an arena that is devoid of deceit and corruption, consolidated by sincere arrangement that would enliven our youth and give them a constructive life, a paradigm that will instill discipline and strengthen security for our people and an instrument that will provide people with the guarantee to pursue happiness and fulfilling life”.
A New Dynamic Approach to Governance:
Governor Kwankwaso did not waste time in tackling the dilapidated state infrastructures. As a sign that revealed his level of preparation and determination to pilot the affairs of the State with minimal delay, considering the sorry state of the polity, Governor Kwankwaso immediately formed a Transition Committee to chart an effective roadmap for the development of the State. And immediately after swearing-in, Governor Kwankwaso swung into action by visiting Chalawa Water Treatment Plant, Murtala Muhammad General Hospital and Dandolo grave yard. These three areas are very significant to the nature of the new regime. Firstly, Governor Kwankwaso, being a water engineer was very much concerned about the sorry state of affairs of the basic human need, water resources and wanted to give it a top priority as he did during the first tenure. Secondly, as an area concerned with human life, health care is accorded utmost importance by the regime. Even during the first tenure the government gives priority attention to the healthcare delivery especially to the needy and the most vulnerable members of the society: women and children. Thirdly, the visit to the grave yard testifies Governor Kwankwaso’s nature as God-fearing, honest, trustworthy and transparent leader who believes in accountability. The achievements of Kwankwasiyya administration, led by Governor Kwankwaso in just 100 days in office, are unprecedented in the history of Nigeria.
Educational Development:
To begin with educational sector, the achievements recorded in 100 days are highly immeasurable. In the area of primary education, Community Reorientation Committees (CRCs) were resuscitated in all the 44 local government areas in order to continue with the laudable achievements recorded during the first tenure.
Through the network of the Community Re-orientation Committees and priority accorded to the educational sector, the administration was able to obtain the total number of pupils attending public primary schools in the state and determine the level of infrastructural and social needs required to update the sector with a view to meeting acceptable standards.
The commitment of the administration to address some of the identified challenges at the primary school level in the first 100 days led to the award of contracts for the construction of 132 two – story classroom blocks across the 44 local government areas of the State. Many of such buildings were completed while others were on- going. This effort is aimed at decongesting existing pupils’ population as evidenced in most schools as well as increasing new intakes in conformity with the principle of Millennium Development Goal (MDG).
Accordingly, free feeding and issuance of free set of uniforms to newly enrolled pupils has been re-introduced in all public primary school in the State to encourage parents send their wards to attend schools. The continuation of the free feeding programme is based on the national and international attraction of the first tenure of Governor Rabiu Musa Kwankwaso from 1999-2003 as attested by its adoption by the Federal Government of Nigeria through the setting of a pilot project in all the geo-political zones in the country. Subsequently, the World Food Programme, an affiliate of United Nations, agreed to collaborate with the Federal Government for the establishment of free feeding programme throughout Nigeria as a catalyst to encouraging mass pupils’ enrolment into primary schools. A total number of 7,440 teaching and non-teaching staff have been trained through the 2009/2010 Universal Basic Education Commission (UBEC) Teacher Professional Development Intervention, and in the same vein, 119 communities in the State have benefited from the UBEC community initiated self-help projects which comprise provision of additional classroom blocks, furniture, toilet facilities and general repairs.
As part of 100 days achievements in the area of primary education, Governor Rabiu Musa Kwankwaso wasted no time in approving the state’s contribution to facilitate accessing over 2 Billion Naira accrued Universal Basic Education, Intervention Funds stagnated for four years, to fast rack massive renovation and rehabilitation of all dilapidated structures in every primary school in the state. Government has settled all outstanding state’s counterpart funding to facilitate the collection of same contribution from the Federal Government.
In the area of secondary education, Kwankwasiyya administration has made its impact in just 100 days. Within the time under review 19 Junior Secondary Schools were upgraded to Senior Secondary Schools. In addition, Government has embarked on conversion/upgrading of Vocational Training Schools to Technical Colleges in Dambatta, Gani and Doguwa. Furthermore the former Ministry of Works Yard at Kofar Nassarawa was converted to Governor’s College. Meanwhile, approval was given to convert Public Accounts Committee building and Cotton Ginnery into Girls Secondary Schools, respectively. In addition the Hockey Field at Gandun Albasa and the former Office of Agency for Mass Education at Goron Dutse were also converted into Secondary Schools.
In the same vein, the administration has embarked on massive reconstructions/renovations of all existing structures and completing all abandoned works in all secondary schools across the State in addition to provision of infrastructure, recruitment of qualified staff, supervision and monitoring performances. Further incentives introduced by this administration to boost qualitative education in the state include the allocation of 26 buses for the take-off of the Kwankwasiyya Girls-Child Initiative, a bus shuttle to ease transportation problems of day secondary school female students within the metropolis.
Meanwhile, Government has settled all 2011 external examination registration fees to West African Examination Council (WAEC), National Examination Commission (NECO), National Board of Arabic and Islamic Studies (NBAIS) and Arabic and Islamic Education Department (AIED).
Tertiary education has also received priority attention during the 100 days of Kwankwasiyya administration. The government has settled all the inherited outstanding tertiary students’ scholarship allowances for 2009/2010 academic sessions. It also approved various special grants to the tertiary institutions in the State for infrastructural and developmental projects that include construction and furnishing of additional lecture halls/ theaters, staff offices and science laboratories
In addition, the government released funds for the 2011 accreditation exercise of Sa’adatu Abubakar Rimi College of Education, Kumbotso (SRCOE), Aminu Kano College of Legal and Islamic Studies (AKCILS) and Audu Bako College of Agriculture, Dambatta.
Job Creation and Poverty Alleviation Programmes:
In its desire to empower the youths and fast-track the state in catching up with the world by achieving Millennium Development Goals, the Kwankwasiyya administration established 20 job creation and poverty alleviation related institutions in the first 100 days of the regime to provide the required human resource base for socio-economic development of the State as well as to offer opportunity for the teeming youth to acquire skills for self-reliance. Four (4) out of the Twenty (20) Institutions have been commissioned by His Excellency Governor Rabiu Musa Kwankwaso, they are: Kano Informatics Institute that has admitted 204 students, Farm Mechanization Institute that trained 900 youth in Farm Animal Traction and Basic Tractor Farm Mechanization, while every graduate received a takeoff grant of 2 work bulls and plough worth N140,000, Kano Entrepreneurship and Co-operative Development Institute with an initial 200 trainees on Lafiya Jari (Health is Wealth) Progrramme and Kano Reformatory Institute, Kiru.

Already a technical committee for the establishment of North-West University has been inaugurated and its site slated at the former Ghaddafi Islamic Manarah along Kabuga – Kofar Ruwa road in order to meet the current admission challenges of the teeming youth and to solve some of the major problems bedeviling tertiary Institutions in Kano State
Furthermore, the government has endevoured to seek for admission to qualified candidates from the state in Federal Institutions across the country to enhance the manpower requirement in building a prosperous state and the country at large. Within 100 days in office the government has succeeded in securing admission for 540 students in 16 federal institutions across the country, paid their tuition fees, gave them living allowances and transported them to their respective schools. Further efforts in youth empowerment drive by the administration include online registration of unemployed youth. Within 100 days of the Kwankwasiyya administration, a total number of 104,819 unemployed youth were registered online by the newly established Kano State Youth Empowerment Initiative (KSYEI). A more reliable source of determining the unemployed youth necessitated the launching of Scratch Cards for Youth Empowerment Programme through which they register online so as to enable government facilitate their employment from all available sources in the Country through e-registration at www.knsgsocieatalprogram.com after obtaining a N250 scratch card from Grantee Trust Bank. During the period under review a total number of 171,819 unemployed youth were registered as follows:

In the same vein, government approved funds for renovation of Sani Abacha Youth Vocational Training Centre for the takeoff of the skill acquisition programmes on repairs of refrigerators and air conditioners, motor vehicles mechanic, panel beating, painting, welding, foundry (ferrous and nonferrous) and electric generators, procurement of takeoff instructional equipment’s and materials for Kano Informatics Institute, Kano Entrepreneurship Institute for Lafiya Jari programme, and Fisheries Institute for first batch trainees.
To accord women the deserved attention, the administration has approved the continuation of construction works of Ultra-modern Women Centre at Kofar Na’isa, provide feeding, hostel accommodation and vocational training skills in all social homes and empower women with special cases like VVF patients, widows, HIV/AIDS victims and divorcees.
Agricultural Development:
Agriculture serves as the main stay of the and indeed the country’s economy cum a major source of employment for more than 60% of the rural dwellers. This scenario compelled the State Government to accord the sector the required priority.
Within 100 days of this regime funds have been approved to resuscitate Kano State Agricultural Supply Company (KASCO) to its enviable position to satisfy farmers in the State as well as neighboring States through the supply of improved agricultural inputs such as seeds, agrochemical, equipment’s and fertilizers. One of the two lines of fertilizer blending in Kano has commenced production. The line has the capacity of producing 150 tons of compound fertilizer per day. In addition to animal feed line, KASCO has successfully been registered as a service provider under the Growth Enhancement Support Services Scheme of the Agricultural Transformation Agenda.
In addition, the renovation and upgrading of the five (5) training centres were undertaken under Kano State Agricultural and Rural Development Authority (KNARDA) at Kadawa, Wudil, Dambatta, Gwarzo and Bichi.
Same attention is given to agriculture through the instrumentality of the Ministry of Agriculture under this dispensation to improve the quality and quantity of the agricultural production in Kano State. The Ministry now oversees the capacity building of 6 new Agricultural Institutions to promote agricultural development, realize the goal to appropriately empower women and youth to be gainfully engaged and assist farmers in the State to move away from the rudimental system of farming to semi- mechanized and eventually full mechanized farming. The sector has already commenced the following:
The establishment of four Agric-related institutions to encourage youth to take up agriculture as a profession, namely:
- Livestock Production Institute, Bagauda;
- Farm Mechanization Institute, Gwarzo, Kadawa & Rano;
- Poultry Production Institute, Dambatta; and
- Fisheries Institute, Tiga while the fifth & sixth Institutions, Horticulture and Irrigation are in the pipeline.
The provision was made in order to boost the technical knowhow and production of abundant agricultural product for self-sufficiency, export and sustained food security. The approved revitalization of the State owned company (KASCO) is to further complement government efforts in this regard.
Similarly, with Public Private Partnership (PPP) arrangement involving the Federal Government 25% equity contribution, State Government 15% equity and Farmers’ Co-operative Groups 60% equity has facilitated the acquisition of 80 units of tractors and their implements which were disbursed to five participating Farmers’ Co-operative Groups.
Success recorded in the first 100 days in the area of agricultural development include assorted fertilizer procurement of 10,000, 2,400 and 30,000 tons respectively, and the subsequent distribution of one truck i.e. 600 bags of the fertilizer to each of the 396 wards in the 44 Local Government Areas of the State. This is the first time of such massive grass root distribution of fertilizer in the State where the real farmers benefitted directly.
Likewise, the successful conduct of Bagauda Agric Show as a follow up to the impressive performance of the State at the last National Agric Show in Nassarawa State was in response to the various incentives this administration has extended to the Agric Sector which was abandoned since after the first tenure of Kwankwasiyya regime.
Similarly, one thousand five hundred (1500) Youth were drawn from 484 political wards i.e. 3 beneficiaries per ward for the capacity building training on Farm Mechanization. So far 900 of such youth were trained and each beneficiary received a pair of work bull and ridge subsidized by 20%. It is estimated that government would spend about N42,600,000=00 at the end of the programme with each beneficiary linked-up with the National Agricultural Insurance Company (NAIC) for insurance cover.
Furthermore, under Commercial Agricultural Credit Scheme, 1500 Application forms were sold to prospective applicants for various value chains on Maize, Rice, Poultry, Meat/Animal fattening, Diary, Fisheries and agro-processing. Here the target is to train 4,600 women on poultry farming. The training has already begun on incremental basis.
Unity, Peace and Security:
In its effort to ensure peace, unity and security in line with its philosophy, the Kwankwasiyya administration under the able leadership of Governor Rabiu Musa Kwankwaso initiated various programmes and activities aimed at harmonious living amongst the various socio- cultural and religious people in the State. Accordingly, immediately after taking the mantle of leadership of the State, Governor Rabiu Musa Kwankwaso embarked on meeting with various socio- cultural, political and religious stakeholders in the State in order to bring all and sundry together for unity and peace which are sine qau non for resuscitation and sustainability of enduring security and development. In this regard, Governor Rabiu Musa Kwankwaso appointed 3 non-state indigenes as Special Advisers (Inter-community Relations) for sense of belonging and harmonious relationship amongst the various communities living in the State; they are Alhaji Abdussalam Abdulateef, Dr Chukwuma Ogbou and Mr Chistopher A Anyasi.
To compliment this effort, the administration continued to accord peace and security the highest priority at various levels for effective protection of lives and property and foster unity among all the people living in the State. Accordingly, the State government purchased and donated 50 Toyota Hilux Double Cabin Pick-Up vans to the Kano State Police Command, the Department of State Security Services, the Nigeria Army (3rd Brigade) and the Nigeria Air force (303 FTS), for the enhancement of security in every nook and corner of the State. Similarly, to add more impestus in the fight against crime in the State, the government assisted in the provision of police security communication gadgets and refurbishing of 55 unit trucks for the police, army and air force.
Likewise, in order to compliment the efforts of the police and other security agencies in the State, the government purchased another set of brand new Toyota Double-cabin pick-up (Hilux) and donated same to the 44 Local Government Vigilante groups in addition to 2 vehicles to the State Vigilante Command Headquarters and 10 vehicles to 5 zonal vigilante offices making a total of 56 vehicles.
In the area of traffic and street lighting, the administration resuscitated the hitherto moribund metropolitan street lights and installed new traffic lights for ease of traffic and night security. This follows the incessant personal night visits and supervisions by the Governor himself who was very much concerned about traffic congestion and darkness of Kano metropolis. Within just 100 days of the administration, Kano wears a new look at night following the provision of street lights in all major road networks in the city. The same provision has been made for all the 44 Local Government Council headquarters in the State, where Governor Kwankwaso directed for the construction of 5 kilo metre dual carriage, street-lighten roads for ease of traffic and security enhancement.
In addition to all these efforts, the administration has recruited 250 traffic assistants in the first instance, and drafted them together with Kwankwasiyya Guards to help the Police, Federal Road Safety Corps (FRSC) and Traffic Wardens in traffic management and inculcation of traffic discipline amongst road users.
In addressing the prevalent security challenges related to drug abuse among youths in the State, one new Toyota Double-cabin pick up van (Hilux) and a new Toyota 14 seats bus were purchased to facilitate the workings of the newly constituted State Committee on Drug Abuse.
